For years, Fanal has captivated photographers and nature lovers with its gnarled, moss-draped trees and atmospheric fog. However, its immense popularity has also put a strain on its delicate environment, leading to soil erosion, damage to the ancient trees, and overcrowding. In response, Madeira’s Institute of Forests and Nature Conservation (IFCN) is rolling out a comprehensive new plan.
What’s Changing at Fanal?
Here’s a breakdown of the key initiatives and rules you can expect:
New Physical Infrastructure: Boardwalks & Fences Are Coming! Work is set to begin imminently on installing a network of boardwalks, fences, and clearly marked trails. This is a significant change from the previous free-roaming exploration. The goal is to funnel visitors along designated paths, protecting the fragile forest floor and root systems of the ancient trees.
No More Off-Trail Exploration: Stay on the Path! This is perhaps the most crucial new rule. Visitors will now be required to stay exclusively on the new signed paths and boardwalks. The days of wandering freely among the trees, exploring every nook and cranny, will be a thing of the past. This measure is vital for preventing further soil erosion and safeguarding the delicate mosses and bark of the century-old laurens.
Controlled Access & Parking Management To manage the flow of visitors and alleviate congestion, expect the introduction of controlled parking zones and designated entry points. This will help regulate the number of people in the forest at any given time, ensuring a more peaceful and sustainable visit for everyone.
A Probable New “Differentiated” Access Fee While a general €3 hiking fee was already being implemented for many PR trails across Madeira starting in 2025, Fanal is likely to go a step further and higher fees. The IFCN is studying a new, “differentiated” access fee model specifically for Fanal. This could mean that the cost of entry might vary, for visitors who use eco-friendly transportation methods such as guided tours or shared transport, rather than arriving in private vehicles. The details of this fee structure are still being finalized, but it’s highly probable that Fanal will become a paid access area.
Permanent On-Site Nature Wardens To ensure these new rules are respected and the environment is protected, a permanent team of Nature Wardens will be stationed at Fanal. They will be on hand to monitor the area, enforce regulations regarding parking and trail usage, and provide guidance to visitors.

These measures are a direct response to the escalating pressures of tourism on Fanal’s unique and irreplaceable ecosystem. The aim is to strike a critical balance: allowing visitors to experience the beauty of this World Heritage site while actively preserving it for future generations.
