The Region is already working on adapting the national law that imposed the use of masks in public spaces. Miguel Albuquerque says that this proposal will then be sent, urgently, to the Legislative Assembly of Madeira, for voting.

Miguel Albuquerque says that the Regional Government is finalizing the proposal that will adapt to the Region the national legislation that came to impose the mandatory use of masks in public spaces, starting today.

The President of the Regional Government was speaking on the sidelines of a visit to the University of Madeira, where the space was opened where the Zarco supercomputer will work, from the Nucleus of Plasma and Nuclear Fusion (IPFN) at the University of Madeira (UMa).

An opportunity to, questioned by journalists, point out that Madeira will also apply national law, but with adaptations to the regional reality and the pandemic context of RAM, which is different from what is registered at national level.

«We will move forward this week. The Regional Secretary of Health is agreeing on the drafting of the decree, to be later approved by the regional assembly. This decree will provide the Health Authorities with the necessary decisions to maintain the preventive situation in Madeira », he explained.

The minister also recalled that the Region had already made a recommendation on the matter about three months ago, emphasizing that the Madeirans and Porto-Santenses “have used masks on the street as a prophylactic and preventive measure”.

The diploma to be adapted, he maintained, will take into account the recommendations of the Health Authority in RAM and the existence of foci of local infection or worsening of the situation.

A law that, he warns, will not deviate, much from national law: “We will not be inventing the wheel. At this moment, what is fundamental to realize is that in Europe and in our country the infection is reaching exponential growth values, so we must take the necessary measures to guarantee the safeguarding of the health and physical integrity of our fellow citizens. That is what we will continue to do here in Madeira ».

Miguel Albuquerque also recalls that the Regional Government had to take, in the Region, “the measures that it understood, and well, necessary to prevent outbreaks of local infection”.

«We take action in advance. When we recommended the use of a mask abroad, we were still the object of scorn… When we initially took measures regarding homes and the non-circulation of health professionals from the hospital service to homes, nobody wanted to know. When we took other measures in terms of prevention, nobody wanted to know, we were once again the object of scorn ”, he recalled.

In conclusion, he left the guarantee: «We have the competence and the ability to plan with strategic consistency what is fundamental for Madeira and we will continue to do so».

Miguel Albuquerque diz que o Governo Regional está a ultimar a proposta que vai adaptar à Região a legislação nacional que veio instituir a obrigatoriedade de uso de máscara nos espaços públicos, a partir de hoje.

O presidente do Governo Regional falava à margem de uma visita à Universidade da Madeira, onde foi inaugurado o espaço onde funcionará o supercomputador Zarco, do Polo do Instituto de Plasmas e Fusão Nuclear (IPFN) na Universidade da Madeira (UMa).

Uma oportunidade para, questionado pelos jornalistas, salientar que a Madeira também vai aplicar a lei nacional, mas com adaptações à realidade regional e ao contexto pandémico da RAM, que é diferente do que se regista a nível nacional.

«Vamos avançar já esta semana. O Secretário Regional da Saúde está a acertar a elaboração do decreto, para depois o mesmo ser aprovado na assembleia regional. Esse decreto facultará às Autoridades de Saúde as decisões necessárias para manter a situação de prevenção na Madeira», explicou.

O governante lembrou ainda que a Região já fez uma recomendação sobre a matéria há cerca de três meses, enaltecendo que os madeirenses e os porto-santenses «têm usado as máscaras na rua como medida profilática e preventiva».

O diploma a adaptar, sustentou, terá em conta as recomendações da Autoridade de Saúde na RAM e a existência de focos de infeção local ou agravamento da situação.

Uma lei que, vai avisando, não fugirá, muito à lei nacional: «Nós não vamos estar a inventar a roda. Neste momento, o que é fundamental perceber é que na Europa e no nosso país a infeção está a atingir valores de crescimento exponencial, pelo que temos de tomar as medidas necessárias no sentido de garantir a salvaguarda da saúde e a integridade física dos nossos concidadãos. É isso que vamos continuar a fazer aqui na Madeira».

Miguel Albuquerque lembra ainda que o Governo Regional teve que tomar, na Região, «as medidas que entendeu, e bem, necessárias para prevenir focos de infeção local».

«Tomamos medidas antecipadamente. Quando recomendamos o uso de máscara no exterior ainda fomos objeto de escárnio… Quando tomamos as medidas inicialmente relativamente aos lares e à não circulação dos profissionais de saúde do serviço hospitalar para os lares, ninguém quis saber. Quando tomamos outras medidas em termos de prevenção, ninguém queria saber, fomos novamente objeto de escárnio», recordou.

A concluir, deixou a garantia: «Nós temos a competência e temos a capacidade de planear com consistência estratégica aquilo que é fundamental para a Madeira e vamos continuar a fazê-lo».
